This work is dedicated to the memory of Ministerialrätin Dr. Christine Kainz, Honorary Life Member of the Austrian Philatelic Society, born on 12th January 1927 in Vienna, died there on 14th October 2004. We were privileged to have her assistance in our studies: indeed without her unstinting efforts in bypassing bureaucracy and locating the archives, most of what you read here could never have been written.
